Message thoughts:

1. Chrome acts as an insulator. Not great as the plenum will retain heat more so.
2. Powdercoat also acts as an insulator. See above.
3. Polishing the plenum - those little casting bumps you see on the plenum actually increase net surface area to help cool it.

I would recommend a heat dispersion coating which would help remove heat. All it takes is a little air flow over the plenum to keep it cool. There is a member in our club with a 350Z. Plenum has a heat dispersion coating on it and he has a vented hood. After going for a drive, it's amazing to see how cool the plenum is.
